Skybandit did not steal anything from the public domain. The film "The Last Viking" was taken from the US public domain by laws codifying the Uruguay Round of the General Agreement on Tarifs and Trade. Blame the Presidents who oversaw USA's involvement in that round (Reagan, Bush Sr, Clinton) and the organisation that oversees the agreement (the World Trade Organisation) before you blame people who simply know, accept and respect that this has been codified in law and that the works it took from the public domain are now copyright and that copyright will endure for the remainder of a complete term of protection under the legislation - whether they like it or not.
